About the role
The Ministry seeks a consultant to lead the transformation of its human‑resources function from a traditional administrative model to a strategic, competency‑based system. The role focuses on designing and implementing frameworks that improve workforce planning, talent continuity, and digital readiness.
Key responsibilities
- Modernize job and competency reference frameworks to align with strategic objectives.
- Develop and enhance strategic workforce and competency planning processes.
- Improve recruitment, training, mobility, and performance evaluation mechanisms.
- Identify current and future competency gaps and propose mitigation strategies.
- Support knowledge transfer and continuity of critical competencies.
- Prepare the Ministry for digital transformation and administrative reform.
Required profile
- Proven experience in strategic human‑resources planning or competency management, preferably in the public sector.
- Strong analytical skills to assess workforce data and forecast future needs.
- Ability to design and implement HR frameworks that drive institutional performance.
