Consultant for Development of Access to Information Law in Yemen

About the role

The United Nations Economic and Social Commission for Western Asia (UN‑ESCWA) seeks an experienced consultant to produce a comprehensive report on the development of the Access to Information (ATI) Law in Yemen. The consultant will work independently to deliver a high‑quality Arabic document that meets strict formatting and originality standards.

Key responsibilities

• Prepare a full report of at least 30 pages in Arabic, including a 2‑4 page executive summary.
• Structure the document with an automatically updated table of contents, lists of tables and figures, and proper citations.
• Ensure all sources are clearly referenced and provide scanned copies of the first page of each source used.
• Submit the final deliverable in MS‑Word (.docx) format only; PDF is not accepted.
• Guarantee that quoted material does not exceed 20 % of the report and that the work passes UN‑ESCWA plagiarism checks.
• Maintain confidentiality; do not disclose any content without explicit permission from UN‑ESCWA and MTIT.

Required profile

• Proven experience in legal research and report writing, preferably on information‑access legislation.
• Fluent Arabic writing skills with the ability to produce professional‑quality documents.
• Familiarity with UN or international organization standards for documentation and citation.
• Strong attention to detail and ability to meet tight deadlines.
