Senior Monitoring, Evaluation & Learning Officer

About the role

The Senior Monitoring, Evaluation and Learning (MEL) Officer will lead the design, implementation and improvement of MEL activities for ARK’s projects in Lebanon. You will ensure data quality, generate insights and produce timely reports to support operational effectiveness and donor accountability.

Key responsibilities

• Plan, lead and continuously improve all project MEL activities in line with the MEL plan, Theory of Change and Results Framework.
• Design and conduct surveys, KII, focus groups, baseline and endline assessments, and manage data collection and analysis.
• Quality‑assure data, conduct field visits, and produce high‑quality MEL reports, success stories and progress updates.
• Provide MEL training and ongoing support to project mentors, trainers and advisors.
• Manage third‑party monitor relationships and ensure secure storage of programme data.

Required profile

• Minimum 8 years of MEL experience in international development, security or stabilization sectors with governmental or intergovernmental donors.
• Strong knowledge of complexity‑aware monitoring, adaptive management and gender, conflict‑sensitivity and Do‑No‑Harm principles.
• Full professional fluency in Arabic and English and willingness to conduct fieldwork across Lebanon.

Required skills

• Advanced proficiency with qualitative and quantitative data collection and analysis methods.
• Experience using data management, analysis and visualization software.
• Advanced computer literacy and ability to develop MEL tools and indicators.
