Waste Management Expert – Kuwait Project (Part‑time Consultant)

About the role

The United Nations Environment Programme (UNEP) is seeking a Waste Management Expert to support the Kuwait Environment Public Authority (KEPA) in developing a unified, implementation‑oriented National Waste Management Strategy. This part‑time, home‑based consultancy will run for five months and involves close coordination with KEPA and UNEP supervision.

Key responsibilities

• Review and consolidate existing national waste management strategy documents into a single, coherent strategy (Phase I).
• Translate the unified strategy into a practical roadmap/action plan, defining obligations, responsible entities, KPIs, sequencing and monitoring arrangements (Phase II).
• Provide technical and advisory support for drafting by‑laws and strengthening KEPA’s internal policy and regulatory design capacity (Phase III).
• Prepare analytical reports, draft policy documents, and deliver capacity‑building materials for KEPA staff.

Required profile

• Proven experience in waste management strategy development, policy formulation, or regulatory framework design.
• Familiarity with environmental governance in the Middle East, preferably with experience working with government agencies.
• Strong analytical, drafting and advisory skills, with ability to work independently and remotely.
