Strategy & Planning SME – Damascus Based

About the role

The Strategy & Planning SME provides specialist expertise in the strategic planning and master programming of data‑centre projects across Syria. Based in Damascus, the role translates project objectives into actionable delivery strategies, integrated programme plans, and resource frameworks that guide projects from inception through to completion. The position works closely with functional leads, design teams, and the Project Manager.

Key responsibilities

• Develop and maintain the overall project master programme, integrating inputs from land acquisition, design, procurement, construction, and commissioning workstreams.
• Lead the strategic planning process for data‑centre rollout across Syria, defining phasing options, sequencing logic, and dependency mapping aligned with client business objectives.
• Prepare strategic planning documents, feasibility assessments, and options analyses to support governance decisions and client briefings.
• Monitor progress against the master programme, identify critical‑path deviations, float erosion, and emerging schedule risks, and propose mitigation measures.
• Facilitate planning workshops and coordination meetings with functional SMEs, design leads, and the Project Manager to align work‑stream plans and resolve interface conflicts.
• Produce concise planning and strategy reports for internal and client audiences covering status, risks, and recommendations.
• Support the Architecture & Planning domain in developing planning standards, templates, and methodology guides.
• Contribute to risk identification and management, ensuring planning risks are captured in the project risk register.

Required profile

• Bachelor’s degree in Engineering, Architecture, project management or a related discipline (preferred) or substantial relevant experience with a strong portfolio of planning deliverables.
• Minimum of 10 years of experience in project planning, programme management, or strategy development within construction, infrastructure, or technology sectors.
• Experience with data‑centre, critical facilities or mega‑infrastructure projects is an advantage.
• Proficiency in scheduling and programme management tools such as Primavera P6 and Microsoft Project.
