Program Manager I – Lebanon Emergency Response

About the role

Catholic Relief Services (CRS) is seeking a Program Manager I to lead its multi‑sectoral emergency response in Lebanon. The role oversees the design, implementation, monitoring and evaluation of grant‑funded activities that support displaced households, hard‑to‑reach populations, migrants and refugees across Beirut, Bekaa, Mount Lebanon, Nabatieh, Saida and conflict‑affected areas.

Key responsibilities

• Manage the full project cycle – design, start‑up, implementation and close‑out – ensuring compliance with CRS quality standards, donor requirements and best practices.
• Supervise and support local implementing partners, providing technical assistance and ensuring the use of appropriate systems and tools.
• Lead the project team, monitor performance, and coordinate with CRS country‑office staff, humanitarian clusters, and local authorities.
• Oversee talent management for the emergency response, including staff well‑being, coaching and development planning.
• Ensure accurate monitoring, reporting and evaluation of activities according to the approved M&E plan.

Required profile

• Proven experience managing humanitarian or emergency response programmes.
• Ability to work collaboratively with local partners, government entities and other humanitarian actors.
• Strong supervisory skills and experience in staff development.
