National Project Officer – Construction Engineer

About the role

The International Organization for Migration (IOM) in Lebanon seeks a National Project Officer – Construction Engineer to support the planning, coordination and implementation of border infrastructure projects under the Immigration and Border Governance Programme.

Key responsibilities

• Support planning, coordination and implementation of rehabilitation and construction of border infrastructure in line with approved workplans.
• Conduct technical assessments, feasibility studies and incorporate disaster‑risk considerations into structural designs.
• Prepare structural designs, calculations, drawings and detailed Bills of Quantities for buildings, roads and MEP networks.
• Monitor construction works through site visits, ensure compliance with quality and contractual standards, and report progress.
• Contribute to procurement documentation, SOPs, and sustainability, accessibility and gender‑inclusive design guidelines.

Required profile

• Master’s degree in civil/structural engineering or Construction Management with at least two years of relevant experience, or Bachelor’s degree with four years of experience.
• Progressive experience in large‑scale civil engineering projects, including design, rehabilitation and construction of public infrastructure.
• Experience working with governmental authorities, UN agencies or donors in a multi‑partner environment.
• Fluency in Arabic and English (written and oral); working knowledge of French is desirable.

Required skills

• Proficiency in AutoCAD and Revit for engineering design.
• Strong knowledge of Microsoft Office suite (Outlook, Word, Excel).
• Technical knowledge of civil, electrical and mechanical engineering principles and construction management.
