Consultant for Market Access, Transport & Logistics Development (Arab Region)

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to produce an analytical paper on market access, transport and logistics development across the Arab region. The assignment is remote, lasts four months, and requires delivery of three structured outputs.

Key responsibilities

• Assess the performance of transport and logistics hubs, multimodal corridors and border procedures throughout the Arab region.
• Analyse how improvements in transport and logistics can reduce trade costs, expand market access and support value‑chain development.
• Review institutional, regulatory and operational frameworks, including transport agreements and customs cooperation.
• Identify critical infrastructure and institutional gaps and propose policy priorities.
• Prepare an annotated outline, a first full draft, and a final paper incorporating review comments and full methodological documentation.

Required profile

• Advanced degree (Master’s or PhD) in economics, transport, logistics, regional studies or a related discipline.
• Proven experience in transport‑logistics analysis, market‑access studies or regional economic research, preferably in the Arab context.
• Strong quantitative and qualitative research skills and ability to produce high‑quality analytical reports.
• Excellent written English; knowledge of Arabic is an asset.
