Regional Coordinator – Middle East (4‑month contract)

About the role

HAMAP Humanitaire seeks an interim Regional Coordinator for the Middle East to replace a colleague for four months. Based in Lebanon, the role involves occasional travel to Iraq, Syria and Jordan and reports to the Head of the HMA Division.

Key responsibilities

• Support country coordinators in Syria and the region, solving operational, institutional and financial bottlenecks.
• Oversee regional budgets, ensure financial consistency, analyse variances and optimise procurement and logistics across offices.
• Validate security analyses, manage crisis response and ensure compliance with security regulations.
• Promote localisation, maintain donor relations, represent HAMAP in sectoral working groups and develop new project opportunities.

Required profile

• Master’s degree in International Relations, Humanitarian Action, Development Studies or related field.
• 8‑10+ years progressive field experience, including 3‑5 years in senior management (Country Director, Deputy CD, Regional Coordinator).
• Experience in Humanitarian Mine Action or Armed Violence Reduction, with operational background in the Middle East.
• Fluency in English; Arabic and/or French are strong assets.

Required skills

• Advanced budget design, cost‑allocation frameworks and donor compliance controls.
• Project Cycle Management (PCM) methodology and HMA standards.
• Financial forecasting, variance analysis, cash‑flow management and public procurement audit.
• High‑level representation with mine‑action authorities, protection/HMA clusters and donors.
