Programme Manager Mine Action

About the role

The Programme Manager Mine Action will lead and further develop Norwegian People's Aid’s Mine Action and Disarmament programme in Lebanon, contributing directly to the clearance of explosive ordnance and improving safety and livelihoods for affected communities.

Key responsibilities

• Provide strategic, financial and operational leadership for the Mine Action and Disarmament programme in Lebanon, ensuring safe, effective and donor‑compliant implementation.
• Lead programme planning, implementation, monitoring and reporting in line with NPA strategies, donor‑approved plans and relevant standards.
• Develop funding proposals, donor reports and resource mobilisation initiatives in close coordination with the Country Director and Head Office advisors.
• Build and maintain constructive relationships with Lebanese authorities, national stakeholders, local partners and institutional donors.
• Oversee finance, administration and human‑resource systems to ensure programme efficiency and compliance.

Required profile

• Minimum five years of senior‑level experience in humanitarian mine action programme management.
• Relevant higher education, military experience or equivalent professional background.
• Proven ability to lead multidisciplinary, multicultural teams, including remote staff.
• Strong experience in donor engagement, risk management and compliance with institutional donors such as NMFA, USDoS, GFFO, EU, FCDO.
• Excellent cultural awareness, communication skills and integrity.
