Programme Development Specialist

About the role

Siren is seeking a Programme Development Specialist in Beirut to support the development of new programmes, partnerships and proposals that contribute to its regional and international growth. Working closely with the Programme Development Lead and senior leadership, you will help shape Siren's programme strategy and design high-impact, data-informed initiatives. The role suits someone who enjoys working across sectors, turning complex information into clear insights and moving ideas from concept to delivery.

Key responsibilities

• Help shape Siren's programme strategy and design data-informed, high-impact initiatives.
• Work with the Programme Development Lead and senior leadership.
• Coordinate with different stakeholders and keep proposal and programme development processes moving efficiently.
• Produce credible concept notes, project pitches and full proposals.

Required profile

• Bachelor's degree in Business Administration, International Development, Public Policy or a related field.
• 3 to 5 years of professional experience in business development, programme development, international development or a related field; experience across both the NGO and private sectors is an advantage.
• Curiosity, strong coordination, time management and communication skills (internal and external).
• Structured, analytical mindset and strong ethical values.
• Good understanding of the public sector is an advantage.

Required skills

• Strong English and Arabic writing; French is an advantage.
• Experience or expertise in monitoring and evaluation is an advantage.
• Knowledge of technology, digitisation or digital transformation is an advantage.
• Knowledge of bilateral and multilateral donor processes for grants and tenders is an advantage.
