Legal & Regulatory Framework Analyst – Housing, Land & Property

About the role

The Norwegian Refugee Council (NRC) is seeking an experienced legal consultant or team to lead Component 2 of a Joint Housing, Land and Property (HLP) Assessment in Lebanon. The assignment focuses on analysing the country’s legal and institutional framework governing HLP rights in the context of conflict‑induced displacement, return, recovery and reconstruction.

Key responsibilities

• Conduct a comprehensive review of Lebanese laws, regulations and policies related to housing, land and property.
• Analyse how the legal framework addresses the needs of displaced populations and supports return and reconstruction.
• Identify gaps, challenges and opportunities for reform within the existing legal system.
• Prepare a detailed analytical report with evidence‑based recommendations for partners.
• Coordinate closely with UN‑Habitat, UNHCR, IOM and other stakeholders throughout the assessment.

Required profile

• Advanced degree in law (LL.M. or equivalent) with a focus on property, land or humanitarian law.
• Proven experience conducting legal analyses in conflict‑affected settings, preferably in the Middle East.
• Demonstrated knowledge of Lebanon’s legal system and HLP issues.
• Ability to work independently or as part of a multidisciplinary team.
