Human Resources Expert for CDR Reform

About the role

The United Nations Development Programme (UNDP) in Lebanon is seeking a Human Resources Expert to support the Council for Development and Reconstruction (CDR) in implementing Stage 1 of its HR reform roadmap. The assignment will last three months, focusing on reviewing job descriptions, updating HR policies, and designing an operating model aligned with CDR’s strategic priorities.

Key responsibilities

• Assess the current HR function, legal framework, and workforce baseline, mapping existing processes and identifying gaps.
• Develop a comprehensive HR Strategy, including recruitment routes, performance management, staff development, and change‑management integration.
• Update job descriptions and draft an HR Policies and Procedures Manual that complies with Lebanese decrees and CDR internal regulations.
• Design a target operating model for the HR department, incorporating a Human Resource Information System and measurable HR indicators.

Required profile

• Proven expertise in public‑sector HR management and reform, preferably within the Lebanese context.
• In‑depth knowledge of Decree No. 10941, Decree No. 10942, the 2004 Budget Law, and related hiring and promotion regulations.
• Experience conducting functional and business‑process reviews and translating findings into actionable HR policies.

Required skills

• Strong analytical skills for mapping HR processes and measuring performance indicators.
• Ability to draft HR strategies, policies, and procedural manuals aligned with legal and organizational requirements.
• Familiarity with HR Information Systems and change‑management principles.
