Regional Senior Officer, Programs & Operations - British Red Cross

About the role

The International Federation of Red Cross and Red Crescent Societies (IFRC) is recruiting a Regional Senior Officer, Programs & Operations for the British Red Cross (BRC) in the Middle East and North Africa (MENA) region. Reporting to the Regional Representative, the officer plans, implements, monitors and reports on assigned programmes and operations, supporting day-to-day management and possibly leading operational coordination and emergency response as delegated.

Key responsibilities

• Manage assigned programmes end-to-end, including budgets, performance monitoring and corrective action, in line with agreed objectives, timelines and budgets
• Support preparedness planning and emergency response operations, including operational strategies, emergency plans and Emergency Appeals
• Identify and manage risks and ensure compliance with BRC procedures, donor requirements and Red Cross Red Crescent principles
• Coordinate with support services (finance, logistics, HR, PMER) and integrate regional and global guidance into implementation
• Act as a focal point for Movement partners, support partner capacity building and promote localization
• Engage with donors, contribute to proposals and reports, and identify funding opportunities
• Analyse the humanitarian, political and operational context and contribute to strategic planning
• Represent BRC in coordination forums and support programme communication

Required profile

• University degree (or equivalent experience) in international humanitarian aid and/or development
• Technical training in disaster preparedness, management and recovery
• 5 years' experience in project cycle management, including proposal development, budgeting, reporting and monitoring and evaluation
• 5 years' experience setting up monitoring systems to track implementation progress
• 3-5 years' experience in disaster response
• Experience in narrative and financial reporting and proposal writing
• Preferred: field experience within the Red Cross / Red Crescent Movement

Required skills

• Fluent spoken and written English and Arabic
• Good command of another IFRC official language (English, French, Spanish) preferred
• Knowledge of minimum standards for disaster relief and accountability frameworks
• Ability to travel at short notice and work in a multicultural environment
