Finance Manager – Lebanon

About the role

The Norwegian Refugee Council (NRC) is seeking an experienced Finance Manager to provide strategic financial leadership in Lebanon. You will strengthen financial systems, ensure accountability of resources, and support organisational transformation in a dynamic humanitarian environment.

Key responsibilities

• Provide strategic financial leadership, ensuring robust systems, policies, internal controls and compliance with NRC, donor and local regulations.
• Lead budgeting, financial reporting and analysis, delivering timely insights for senior management decision‑making.
• Oversee accounting, cash‑flow and liquidity management, ensuring operational continuity and audit readiness.
• Manage financial risks and compliance, implement anti‑corruption measures and address audit findings.
• Advise budget holders and programme teams throughout the project cycle, from proposal development to expenditure monitoring.
• Strengthen finance team capacity through leadership, staff development and technical support.
• Advance localisation by enhancing financial tools and capacity for local partners.

Required profile

• Bachelor’s degree in finance, accounting or a related field.
• Minimum four years of finance experience, including at least three years in a managerial role within humanitarian or recovery contexts.
• Experience working with local partners and institutional humanitarian donors.
• Fluency in written and spoken English.

Required skills

• Strong financial analysis, budgeting and risk‑management capabilities.
• Proficiency in MS Excel.
• Experience with accounting systems.
