Consultant for Study on Cash Assistance & Care Services for Persons in Palestine

About the role

The Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to lead a comprehensive study on cash assistance and care services for older persons in Palestine. The consultancy will assess effectiveness, adequacy, accessibility and responsiveness of existing programmes across the West Bank and Gaza.

Key responsibilities

• Prepare an inception report outlining methodology, work plan and data sources.
• Conduct literature review and stakeholder mapping of cash assistance and care services.
• Design and implement data collection tools, including surveys and interviews.
• Analyse quantitative and qualitative data to evaluate programme impact.
• Draft a final report with evidence‑based recommendations for policy improvements.
• Present findings to ESCWA and the Palestinian Ministry of Social Development.

Required profile

• Advanced degree in social protection, development studies, economics, public policy or related field.
• Proven experience in research on cash transfer programmes or care services, preferably in conflict‑affected settings.
• Familiarity with the socio‑economic context of Palestine.
• Strong analytical, writing and presentation skills.
• Ability to work independently and coordinate remotely with ESCWA and local partners.
