Project Officer – EU Delegation

About the role

The European Union Delegation in Beirut is seeking a Project Officer (Local Agent Group I) for its Cooperation Section. The role is a two‑year fixed‑term position, reporting to the Head of Cooperation Section, and involves supporting the design, procurement, and management of EU programmes and projects in Lebanon.

Key responsibilities

• Identify, analyse and negotiate programme and project proposals in close cooperation with internal and external stakeholders.
• Prepare and present programmes/projects for internal approval.
• Draft procurement and contract documentation for grants and service contracts, and manage the full procurement cycle, including calls for proposals, evaluation and selection.
• Oversee technical and financial aspects of contracts, monitor implementation, and ensure compliance with contractual obligations through reviews, audits and reporting.
• Conduct monitoring visits and field missions to assess progress, operational challenges and beneficiary engagement.
• Maintain accurate records in EU corporate systems (CRIS, OPSYS) for contractual, financial and operational management.
• Coordinate horizontal activities, networking and concertation aspects of the programme.

Required profile

• Ability to work under the supervision of the Head of Cooperation Section.
• Experience in programme management, procurement and contract administration within an international or diplomatic environment.
• Willingness to travel for field missions and occasional atypical working hours.

Required skills

• Proficiency with EU corporate information systems such as CRIS and OPSYS.
