Data Manager – Lead Data Strategy & AI Platform

About the role

Africell is looking for a Data Manager to lead its group‑wide data function and transform the data environment into a governed, scalable, AI‑ready platform. The role is based at Connect Hub in Lebanon and will own the data strategy, architecture, and roadmap across source systems, integration, storage, analytics and AI applications.

Key responsibilities

• Assess the current data landscape and define the Group data strategy, target architecture, roadmap, standards and priorities.
• Lead and develop the data team, set objectives, allocate priorities and build data‑management and engineering capabilities.
• Own end‑to‑end data architecture, including pipelines, lakes, warehouses, CDPs and AI‑enabled business applications.
• Establish enterprise data models, Customer 360 capabilities, master data, and consistent business definitions.
• Define and enforce data governance, quality standards, KPIs, security, privacy and regulatory compliance.

Required profile

• Bachelor’s degree in Computer Science, Data Engineering or related field; Master’s degree is a plus.
• 8+ years of experience in data management, engineering or architecture, with at least 3 years in a technical‑management role.
• Proven track record of transforming fragmented enterprise data environments into governed, scalable platforms, preferably in telecom or high‑volume transactional domains.

Required skills

• SQL, Python, data modeling, ETL/ELT design and performance optimisation.
• Modern data platforms and tools such as Airflow, Kafka, Spark, Databricks, Microsoft Fabric, Snowflake, AWS, Azure or GCP.
• Data quality, metadata, lineage, access controls, governance, security, privacy and regulatory compliance.
• Experience with AI/ML data pipelines, feature engineering, MLOps, Generative AI, RAG, vector search or governed data access for AI applications.
