Proposal Manager – Tendering & Business Development

About the role

International Consolidated Contractors (ICC) is looking for a Proposal Manager to lead the end‑to‑end proposal and bidding process for projects in Beirut. The role combines technical proposal writing, cost estimation, and bid management to secure high‑value contracts.

Key responsibilities

• Develop and draft high‑quality proposals and bids that meet client requirements and project specifications.
• Formulate competitive pricing strategies and detailed cost models, incorporating labor, material, and equipment estimates.
• Compile all submission documentation, ensure timely delivery, and manage post‑submission client clarifications.
• Conduct post‑bid analyses to identify trends and opportunities for improvement.
• Analyze tender documents for technical, legal, and commercial obligations and ensure full compliance.
• Collaborate with Legal, Contracts, Engineering, Procurement, and Project Management teams to integrate technical and financial inputs.
• Negotiate pricing with subcontractors and vendors to secure optimal rates.
• Perform risk assessments and align pricing with profitability targets and market conditions.

Required profile

• Proven ability to manage end‑to‑end proposal and bidding processes.
• Strong analytical mindset for cost estimation and financial analysis.
• Experience coordinating cross‑functional teams and communicating with clients, vendors, and internal stakeholders.
