Proposal Manager – Tendering & Business Development

About the role

International Consolidated Contractors (ICC) is looking for a highly skilled Proposal Manager to lead the end‑to‑end proposal and bidding process for high‑value projects in Beirut. The role blends technical proposal writing, precise cost estimation, and robust bid management to secure competitive contracts.

Key responsibilities

• Develop and draft detailed, high‑quality proposals and bids tailored to client requirements.
• Formulate competitive pricing strategies and comprehensive cost models.
• Compile all required submission documentation, ensuring punctual delivery and managing post‑submission client clarifications.
• Generate precise cost estimates, negotiate pricing with subcontractors, and prepare financial breakdowns and margin analyses.
• Analyze tender documents for technical, legal, and commercial liabilities, ensuring 100% compliance.
• Coordinate with Engineering, Procurement, Project Management, Legal, and Contracts teams to integrate technical and financial inputs.
• Engage with clients during pre‑bid meetings, presentations, and Q&A phases.
