National Consultant – Social Policy & Public Finance (10‑month)

About the role
UNICEF is seeking a National Consultant to support its Social Policy section in Lebanon. The 10‑month assignment will be home‑and‑office based and focuses on translating analytical outputs into actionable policy recommendations that improve investments for vulnerable children.
Key responsibilities
- Produce high‑quality analytical outputs, including policy briefs and technical notes.
- Translate data and evidence into actionable recommendations for government and development partners.
- Contribute to dialogue with government counterparts on policy reform and coordination.
- Support the improvement of adequacy, equity, and efficiency of public investments targeting vulnerable children.
Required profile
- Master’s degree in economics, public policy, social policy, development studies, public administration, political science or a related field.
- Minimum 7 years of progressively responsible experience in social policy, public finance or social protection.
- Strong familiarity with Lebanon’s socio‑economic and institutional context.
- Fluency in English and Arabic.
Required skills
- Strong analytical capacity in public expenditure analysis, fiscal policy and macro‑economic policy.
- Proven ability to conduct policy analysis and produce high‑quality analytical outputs.
- Experience engaging with government counterparts and development partners on policy dialogue and reform design.
