Job description

About the role

IOM, a UN-related organization focused on migration, is hiring a Monitoring and Evaluation (M&E) Associate for its Lebanon office. Reporting to the Programme Support Officer, the post provides technical and administrative support to the Programme Support Unit and helps strengthen monitoring, reporting and results-based management across IOM Lebanon's programme portfolio. The role maintains CO-wide M&E systems and works with programme managers, M&E focal points and thematic units.

Key responsibilities

  • Maintain CO-wide M&E tools, templates, databases, dashboards and tracking systems in line with IOM standards.
  • Coordinate with M&E focal points on standardised monitoring processes and compile consolidated indicator tracking and results dashboards, checked against project log frames and donor requirements.
  • Carry out data reviews, spot checks and verification exercises, and support validation of data in reporting systems such as Activity Info and the Institutional Questionnaire.
  • Prepare project-level M&E plans and workplans, track progress and follow up on delays.
  • Support the EU-funded Durable Solutions, Assisted Voluntary Return and Reintegration project, including indicator tracking, data review, field verification and reporting.
  • Review project proposals and reports against donor templates and flag inconsistencies in indicators, targets and log frames.
  • Carry out periodic monitoring visits and spot checks, and facilitate data collection exercises such as surveys, assessments and Post-Distribution Monitoring (PDM).
  • Support capacity-building training on monitoring, reporting and data quality, and suggest alignment of duplicate or inconsistent indicators across projects.

Required profile

  • Bachelor's degree in International Relations, Social Sciences, Statistics, International Development, Economics, Public Administration or a related field, or a high school diploma with five years of relevant experience.
  • At least three years' experience in monitoring and evaluation, project support or reporting, with data collection, analysis and reporting in humanitarian or development contexts.
  • Fluency in English and Arabic (oral and written); all IOM staff must be fluent in one of the IOM official languages.
  • Advantageous: experience with donor reporting, Excel and data management tools, and prior work with international humanitarian organisations in a multicultural setting.

Required skills

  • Familiarity with results-based management (RBM) and logical frameworks.
  • Strong analytical and organisational skills, attention to detail and ability to handle multiple tasks under tight deadlines.
  • Good English writing skills and stakeholder coordination abilities.
  • Visualisation tools and familiarity with donor reporting requirements are assets.
