MENA HR Officer

About the role

The MENA HR Officer will support the MENA HR Advisor in coordinating human‑resources operations across multiple country programmes in the Middle East and North Africa. The role ensures that recruitment, administration, performance management and compliance processes are delivered on time, meet AVSI standards and satisfy donor requirements.

Key responsibilities

• Coordinate end‑to‑end recruitment for national positions, including job description drafting, posting, sourcing, screening, competency‑based interviewing, reference checks, offers and onboarding.
• Maintain accurate employee records and HR databases (e.g., Microsoft Dynamics), prepare contracts, extensions and end‑of‑contract documentation, and manage HR calendars, org charts and staffing lists.
• Lead the full performance‑management cycle: goal setting, mid‑year reviews, annual appraisals, development plans and probation assessments.
• Conduct training‑needs analyses, develop annual learning‑and‑development plans, coordinate internal trainings and track post‑training impact.
• Implement and monitor adherence to internal HR policies, Code of Conduct, safeguarding and PSEA standards, and update local SOPs and handbooks as needed.
• Organise mandatory trainings on safeguarding, ethics, anti‑harassment and anti‑fraud.

Required profile

• Proven experience in HR operations within an international or multi‑country context.
• Strong knowledge of local labour laws, donor compliance requirements and safeguarding/PSEA principles.
• Ability to partner with hiring managers, country teams and headquarters to deliver HR services.
• Excellent organisational skills and attention to detail for audit‑ready documentation.
