MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The MEAL Officer will support two EU‑funded governance projects within Expertise France’s Lebanon Country Office. The role focuses on designing, implementing and strengthening monitoring, evaluation, accountability and learning systems to ensure project results are measured, reported and used for continuous improvement.

Key responsibilities

• Develop and adapt MEAL frameworks, tools and indicators for each project.
• Collect, analyse and validate quantitative and qualitative data.
• Prepare regular monitoring reports, evaluation studies and learning briefs for donors and partners.
• Facilitate accountability mechanisms, including feedback loops with beneficiaries.
• Support project teams in integrating MEAL findings into programmatic decisions.
• Contribute to capacity‑building activities for local staff and partners on MEAL practices.

Required profile

• University degree in social sciences, development studies, statistics or a related field.
• Minimum 3 years experience in monitoring and evaluation within development projects.
• Demonstrated ability to work in a multicultural environment and with public administration stakeholders.
• Strong analytical and report‑writing skills in English.

Required skills

• Knowledge of MEAL concepts and methodologies.
• Experience designing indicators and data collection tools.
• Ability to analyse quantitative and qualitative data.
