Human Resources Director

About the role

The Human Resources Director will lead the HR function for MSF Lebanon, reporting directly to the Executive Director. This senior position shapes HR strategy, supports programme staffing, and ensures alignment with both local ambitions and global MSF workforce priorities.

Key responsibilities

• Define and lead the HR strategy in line with MSF Lebanon’s strategic ambitions and global workforce priorities.
• Advise the Executive Director and Management Team on workforce strategy, organisational development and culture.
• Oversee all HR functions, including domestic HR, programme HR support, hosting and administration.
• Translate strategic priorities into operational plans, monitor implementation and adapt as needed.
• Manage workforce planning, HR budgeting and resource allocation.
• Ensure HR policies, systems and tools are compliant, continuously improved and digitised.
• Strengthen HR data management to support decision‑making.
• Deliver quality HR services across the employee lifecycle: recruitment, learning and development, performance and career management.
• Promote staff engagement, well‑being, safeguarding and duty of care.
• Support recruitment, development and mobilisation of international mobile staff.
• Provide timely staffing support to programmes, including emergency response.
• Represent MSF Lebanon in HR platforms within the MSF movement and contribute to global HR initiatives.

Required profile

• Advanced university degree in Human Resources, Business Administration, Organizational Development or a related field, or equivalent experience.
• Minimum 6 years of HR leadership experience, preferably in an international non‑profit or humanitarian organisation.
• International experience with MSF is a strong asset.
• Experience working in complex, insecure and volatile environments.
• Proven expertise in organisational development and change‑management initiatives.
• Extensive end‑to‑end HR management experience.
