Energy Sector Digitalization & Policy Consultant

About the role

The Economic and Social Commission for Western Asia (ESCWA) is seeking an expert to lead the drafting of a policy‑focused analytical report on digitalized power grids in the Arab region. The consultant will contribute to ESCWA’s upcoming energy publication by examining opportunities, challenges, and inclusive policy recommendations.

Key responsibilities

• Compile and assess literature, data, policy documents, and institutional materials on regional electricity interconnections, grid digitalization, governance, interoperability, cybersecurity, and regulatory frameworks.
• Identify capacity gaps in utilities, regulators, and institutions and propose targeted capacity‑building actions.
• Analyze how digitalization can reduce rural‑urban electricity disparities, improve energy access, and enhance affordability for diverse socio‑economic groups.
• Integrate gender‑responsive perspectives throughout the analysis.
• Select and summarize regional and international success stories, creating concise case‑study boxes that illustrate inclusive digital grid governance, cyber‑resilient operations, renewable integration, and cross‑border cooperation.
• Ensure each report section is analytical, policy‑relevant, well‑structured, and aligned with ESCWA’s editorial guidelines.

Required profile

• Master’s degree or equivalent in energy, digitalization, public policy, or a related field.
• Proven experience in energy sector analysis, grid digitalization, or policy development, preferably in the Arab region.
• Strong research, analytical, and writing skills with the ability to produce evidence‑based, policy‑oriented content.
• Familiarity with gender‑responsive analysis and inclusive policy frameworks.
