Consultant on Inclusive Insurance and Social Protection (Latin America Experience)

About the role

ESCWA is seeking a senior consultant with deep expertise in designing insurance products in Latin America, particularly low-cost, low-transaction-cost schemes suitable for workers with irregular incomes. The consultant will work with the GIZ Hiya MENA project, which supports women in the informal sector across Jordan, Tunisia, Egypt and Morocco, and will adapt Latin American experiences to the needs of female informal workers in the MENA region. The work is remote and lasts about 6 weeks.

Key responsibilities

• Identify one or more nano-insurance scheme options adapted to Egypt, based on a literature review and feedback from ESCWA, GIZ and country stakeholders, and provide the actuary with design inputs for preliminary costing.
• Present the preliminary scheme options to Egyptian institutions, collect feedback and support technical discussions.
• Help draft a short action plan for testing and refining nano-insurance options in Egypt.
• Attend scheduled and ad hoc meetings with ESCWA, GIZ and national stakeholders.

Required profile

• Master's degree in Development Studies, Public Policy, Economics or a related field; a PhD is desirable.
• At least 12 years of professional experience in inclusive finance and insurance, social protection or related fields.
• At least 5 years designing, implementing or advising on insurance, financial inclusion and social protection policies in middle-income countries.
• At least 4 years of experience working with government institutions on social protection development.
• Experience in Latin America is desirable.
• Fluency in English; Arabic is also a working language of ESCWA.
