Consultant – National Digital Divide Report for Jordan

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a qualified consultant to produce a comprehensive National Digital Divide Report for Jordan. The consultant will work remotely over a 16‑week period, delivering a detailed Arabic report and executive summary that inform policy on digital inclusion.

Key responsibilities

• Research and analyze digital divide indicators for Jordan, including internet access, affordability, skills, and usage.
• Prepare a report of at least 30 pages in Arabic, formatted in MS‑Word (.docx) with an automatically updated table of contents, lists of tables/figures, and proper referencing.
• Draft a 2‑to‑4‑page executive summary highlighting key findings and recommendations.
• Ensure all sources are cited, include scanned copies of reference pages, and verify originality (plagiarism must be below 20%).
• Submit all deliverables electronically to the designated ESCWA focal point.

Required profile

• Proven experience in research, report writing, and policy analysis related to digital inclusion or ICT development.
• Fluency in Arabic (written) and strong command of English for source material.
• Ability to work independently, meet deadlines, and adhere to ESCWA confidentiality and publication rules.
