Bid Manager - EPC / Infrastructure Contractor
ICC Contractors · Gouvernorat de Beyrouth
Job description
About the role
An EPC and infrastructure contractor based in Lebanon is looking for a senior Bid Manager to lead its tendering function end-to-end, from tender screening and bid/no-bid decisions through pricing, technical proposals and submission. This is a hands-on contractor-side role: you will own the commercial buildup of bids, not review or evaluate them. The position covers local and regional tenders in civil infrastructure and power, including roads, bridges, underground works, PV plants, substations, power plants and transmission lines.
Key responsibilities
- Lead the full tender cycle: prequalification, tender analysis, bid/no-bid recommendation, clarifications, submission and post-tender negotiations.
- Direct estimation teams on quantity takeoffs, unit rate buildup and pricing of civil, electromechanical and EPC scopes, covering direct costs, indirects, preliminaries, risk and margin.
- Solicit, evaluate and negotiate subcontractor and supplier quotations, and build procurement-backed pricing.
- Develop construction methodology, execution programmes and resource and equipment planning as part of the technical offer.
- Review FIDIC and bespoke contract conditions, flag commercial and contractual risks, and prepare qualifications and deviations.
- Coordinate with operations, plant/equipment, procurement and finance to validate cost assumptions against actual site performance data.
- Manage bid bonds, guarantees and insurances, and handle tender submission logistics.
- Build and maintain a rates database from executed projects, and handle JV/consortium bid structures where applicable.
Required profile
- 20+ years in tendering and estimation with EPC or civil contractors (firm requirement).
- Proven track record of pricing and winning contractor bids in roads, bridges, underground/heavy civil works, PV, substations, power plants or transmission lines.
- Deep knowledge of contractor cost structures: crew productivity rates, equipment costs, temporary works and site overheads.
- Bachelor's degree in Civil or Electrical Engineering (or equivalent); MBA or contract/QS certification a plus.
- Fluent English and Arabic; French a plus.
- Based in or willing to relocate to Lebanon, with availability for regional travel.
- Background must be contractor-side; design consultancy, engineering consultant, supervision or client-side/PMC experience will not be considered.
Required skills
- FIDIC contracts from the contractor's perspective
- Subcontractor and supplier pricing and negotiation
- Quantity takeoff and cost estimation
- Technical writing and Microsoft Office (8+ years)
Candidates apply through the online application form provided by the employer; only CVs matching the stated qualifications and responsibilities will be reviewed.
