Tendering Specialist

About the role

The Tendering Specialist will own the end‑to‑end tendering lifecycle, from spotting opportunities to delivering compliant, on‑time proposals. Working closely with consulting, finance, business development and external partners, this role directly influences the firm’s win rate on public‑sector and donor‑funded projects.

Key responsibilities

• Source and qualify opportunities across tender portals, procurement platforms and donor funding channels.
• Prepare bid and no‑bid recommendations for senior leadership.
• Run the full proposal process: schedule creation, task assignment, input collection from consultants, finance, legal and HR, and final submission.
• Draft and edit technical proposals, methodologies, staffing plans and company profiles ensuring full compliance.
• Support cost estimates, pricing schedules and commercial documentation, maintaining consistency across technical and financial submissions.
• Coordinate consortium partners, subcontractors and external experts, gathering CVs, references, certifications and legal documents.
• Review each submission against tender requirements to guarantee completeness and compliance.
• Maintain a proposal library of templates, project references, standard responses and partner databases.
• Track pipeline status, report win/loss performance to management and apply lessons learned to improve future bids.

Required profile

• Bachelor’s degree in business administration, management, engineering, economics or a related field.
• 2–4 years of experience in tendering, proposal management or bid coordination, preferably within management or engineering consulting.
• Proven track record preparing proposals for public‑sector and donor‑funded projects, including multilateral and bilateral development agencies.
• Working knowledge of GCC and MENA procurement processes and consulting tenders.
• Strong writing and editing skills in Arabic and English with high attention to detail.
