Senior Trade Specialist – Trade & SME Policy Reform

About the role

The United Nations Development Programme (UNDP) is seeking a Senior Trade Specialist to support the Led Enterprises in Lebanon project. This short‑term consultancy will be home‑based with occasional field visits to the Ministry of Economy and Trade in Beirut, focusing on trade and SME policy reform and trade facilitation for women‑led MSMEs.

Key responsibilities

• Provide technical assistance to design and implement trade‑related policy reforms that improve the business environment for women‑led micro, small and medium enterprises.
• Support the development of trade facilitation measures, including simplification of customs procedures and reduction of non‑tariff barriers.
• Collaborate with the Ministry of Economy and Trade and other government agencies to align reforms with project objectives.
• Prepare analytical reports, policy briefs and recommendations based on stakeholder consultations and data analysis.
• Contribute to the monitoring and evaluation framework for the project’s trade component.

Required profile

• Advanced university degree in economics, international trade, public policy or a related field.
• Minimum 8 years of professional experience in trade policy, SME development or trade facilitation, preferably in a development context.
• Demonstrated experience working with government institutions and international donors.
• Strong analytical and report‑writing abilities, with fluency in English.
