Senior Research Monitoring, Evaluation and Learning Officer
Siren · Beirut
Job description
About the role
Siren is seeking a Senior Research, Monitoring, Evaluation and Learning Officer to join a multi-disciplinary team in Beirut. The role connects evidence across projects, identifies patterns and emerging insights, and turns complex findings into clear, credible narratives for diverse audiences. It is not primarily about designing or administering a MEL system, but about interpreting evidence and communicating its meaning.
Key responsibilities
- Bring together quantitative and qualitative evidence from across projects to find cross-cutting patterns, gaps and implications, and interpret findings in light of Lebanon's political, institutional, social and economic context.
- Contribute to regular sense-making and learning processes that help teams test assumptions and adapt their work, and frame forward-looking questions and recommendations.
- Contribute to rigorous research using qualitative, quantitative and mixed methods, developing research questions, methodologies and analytical frameworks, and undertaking data collection, analysis and synthesis.
- Assess the strength and limitations of evidence and triangulate across sources.
- Produce written outputs such as research reports, project narrative reports, policy briefs, articles, presentations and public-facing content, and present findings to senior and non-technical audiences.
- Use data visualisation and narrative structure to translate technical findings, and support credible evaluation approaches such as theories of change and contribution analysis.
- Help build an organisation-wide culture of inquiry and learning, and manage competing priorities when contexts and timelines shift.
Required profile
- At least five years of relevant experience in research, evaluation, learning, policy analysis or applied social research.
- A relevant university degree or equivalent combination of experience and training.
- Strong understanding of monitoring and evaluation concepts and theories.
- Excellent English writing and editing skills, with a portfolio of outputs for different audiences; Arabic proficiency is desirable.
- Strong contextual understanding of Lebanon; candidates do not need to be Lebanese.
- Experience working with multidisciplinary teams and stakeholders, and integrity and discretion with sensitive evidence.
Required skills
- Qualitative and quantitative research skills, including research design, data collection, analysis and triangulation.
- Ability to synthesise varied and incomplete evidence and communicate it through narrative and visualisation.
- Desirable: knowledge of security sector reform or public sector reform, experience with government institutions, civil society or donors, and experience with data visualisation or statistical analysis tools.
- Desirable: postgraduate qualification in social research, public policy, political science, development studies or evaluation.
The employer offers competitive employment conditions and describes an agile, multidisciplinary approach.
