Senior Bid Manager – EPC/Infrastructure (Lebanon)

About the role

We are an EPC and infrastructure contractor looking for a senior Bid Manager to lead the end‑to‑end tendering function for local and regional projects in Lebanon. The role is hands‑on, responsible for building commercial bids from scratch rather than reviewing them.

Key responsibilities

• Lead the full tender cycle: pre‑qualification, analysis, bid/no‑bid recommendation, clarifications, submission and post‑tender negotiations.
• Direct estimation teams on quantity take‑offs, unit‑rate buildup and pricing of civil, electromechanical and EPC scopes, including direct costs, indirects, preliminaries, risk and margin.
• Solicit, evaluate and negotiate subcontractor and supplier quotations and build procurement‑backed pricing.
• Develop construction methodology, execution programmes and resource/equipment planning as part of the technical offer.
• Review contract conditions (FIDIC and bespoke), flag commercial and contractual risks and prepare qualifications and deviations.
• Coordinate with operations, plant/equipment, procurement and finance to validate cost assumptions against site performance data.
• Manage bid bonds, guarantees, insurances and tender submission logistics.
• Build and maintain a rates database from executed projects and handle JV/consortium bid structures where applicable.

Required profile

• Minimum 20 years of tendering/estimation experience with EPC or civil contractors.
• Proven track record of pricing and winning bids in roads, bridges, underground works, PV plants, substations, power plants or transmission lines.
• Deep knowledge of contractor cost structures, including crew productivity, equipment costs, temporary works and site overheads.
• Strong command of FIDIC contract forms from the contractor’s perspective.
• Experience managing subcontractor and supplier pricing and negotiations.
• BE in Civil or Electrical Engineering (or equivalent); MBA or contract/QS certification a plus.
• Fluent in English and Arabic; French a plus.
• Based in or willing to relocate to Lebanon and available for regional travel.
