Resident Advisor – Financial Sector Regulation & Supervision

About the role

The International Monetary Fund is seeking a Resident Advisor to strengthen financial sector regulation and supervision across its Middle East Regional Technical Assistance Center (METAC) member countries. Based in Beirut, the advisor will work closely with METAC and the Monetary and Capital Markets Department to deliver technical assistance and capacity‑building programmes.

Key responsibilities

• Respond to capacity‑development requests from METAC members and provide on‑site or remote support.
• Design, organise and lead training sessions on banking and non‑bank financial institution regulation.
• Coordinate with the MCM Department to manage technical assistance requests, including those related to insurance, credit providers, capital‑market intermediaries and digital payment services.
• Prepare mission documentation, conduct evaluations of regulatory frameworks, and draft recommendations aligned with the Basel standards.
• Oversee short‑term experts and ensure the delivery of high‑quality advisory services.

Required profile

• Extensive experience in financial sector regulation, supervision, and policy design.
• Proven track record of delivering technical assistance and training in a multi‑country environment.
• Strong understanding of banking, insurance, capital markets and emerging digital financial services.
• Ability to travel frequently across the region and work collaboratively with diverse stakeholders.

Required skills

• In‑depth knowledge of the Basel Framework and related regulatory standards.
• Expertise in assessing and improving regulatory and supervisory frameworks.
• Experience drafting legislative and operational recommendations for financial authorities.
