Regional Human Resources Officer

About the role

The Regional Human Resources Officer will be based in the IFRC MENA Regional Office in Beirut and will support the Regional HR Manager in delivering HR services across the Middle East and North Africa. The role focuses on staff development, performance management and talent acquisition, ensuring that HR processes are aligned with IFRC global standards and regional priorities.

Key responsibilities

• Steer and execute core HR functions for the MENA region, including recruitment, onboarding, staff development and performance appraisal.
• Provide technical support and guidance to managers and employees on HR policies, procedures and best practices.
• Design, implement and continuously improve HR processes to enhance workforce capability and learning culture.
• Collaborate with regional and country teams to attract, develop and retain qualified talent.
• Ensure compliance with IFRC global HR frameworks and regional operational priorities.

Required profile

• Proven experience in human resources, preferably in an international or humanitarian setting.
• Familiarity with staff development, performance management and talent acquisition processes.
• Ability to work collaboratively with managers and staff across multiple countries.
• Strong understanding of HR policies and commitment to IFRC’s values and safeguarding standards.
