Proposal Manager – Tendering & Business Development

About the role

International Consolidated Contractors (ICC) is looking for a highly skilled Proposal Manager to lead the end‑to‑end proposal and bidding process for high‑value construction projects. You will be responsible for creating compelling proposals, developing accurate cost estimates, and coordinating cross‑functional teams to deliver competitive bids.

Key responsibilities

• Develop and draft detailed, high‑quality proposals and bids aligned with client requirements.
• Formulate competitive pricing strategies and comprehensive cost models.
• Compile all required submission documentation, ensuring punctual delivery and managing post‑submission client clarifications.
• Generate precise cost estimates, negotiate subcontractor pricing, and prepare financial breakdowns and margin analyses.
• Analyze tender documents for technical, legal, and commercial compliance, collaborating with Legal and Contracts teams.
• Coordinate with Engineering, Procurement, and Project Management to integrate technical and financial inputs.
• Engage with clients during pre‑bid meetings, presentations, and Q&A sessions.

Required profile

• Proven experience in proposal and bid management within the construction or engineering sector.
• Strong analytical abilities for cost estimation and financial analysis.
• Excellent coordination and communication skills to work with internal teams and external stakeholders.
• Attention to detail and ability to ensure full compliance with tender requirements.
