National Project Officer – Construction Engineer

About the role

The International Organization for Migration (IOM) in Lebanon seeks a National Project Officer – Construction Engineer to support the planning, coordination and implementation of infrastructure projects under the Immigration and Border Governance Programme. Reporting to the Infrastructure Coordinator, the officer will play a key role in strengthening border infrastructure and operational readiness.

Key responsibilities

• Assist in the design, rehabilitation and construction of public infrastructure and border crossing points, ensuring compliance with technical specifications and cost estimates.
• Prepare and review technical documentation such as drawings, BOQs, specifications and cost estimates.
• Coordinate with contractors, engineering/design firms and governmental authorities to ensure timely project delivery.
• Monitor project progress, manage documentation and report on milestones to the IBG Programme Manager.

Required profile

• Master’s degree in civil/structural engineering, construction management or related field with at least two years of relevant experience, or a Bachelor’s degree with four years of experience.
• Progressive experience in large‑scale civil engineering and infrastructure development projects, preferably in border infrastructure.
• Demonstrated ability to work with UN agencies, donors and multi‑partner environments, adhering to reporting and compliance standards.
• Fluency in Arabic and English (both oral and written); working knowledge of French is desirable.

Required skills

• Proficient use of AutoCAD and Revit for engineering design.
• Strong knowledge of civil, electrical and mechanical engineering principles and construction management.
• Advanced skills in Microsoft Office (Outlook, Word, Excel).
