MENA HR Officer

About the role

The MENA HR Officer will lead end‑to‑end recruitment and HR administration for national positions across the Middle East and North Africa, ensuring compliance with AVSI policies, local labour legislation and donor regulations. This role partners closely with hiring managers and country offices to deliver transparent, inclusive and audit‑ready HR processes.

Key responsibilities

• Coordinate full recruitment cycles – drafting JDs, posting, sourcing, screening, competency‑based interviewing, reference checks, offers and onboarding.
• Maintain accurate employee records, contracts and HR databases (e.g., Microsoft Dynamics) and act as Local HR Officer when needed.
• Oversee the performance management cycle, including goal setting, mid‑year reviews, annual appraisals and development plans.
• Conduct training needs analyses, coordinate internal trainings and track post‑training impact.
• Implement and monitor adherence to internal HR policies, Code of Conduct, safeguarding and PSEA standards.
• Organise mandatory trainings on safeguarding, ethics, anti‑harassment and anti‑fraud, ensuring 100% completion.
• Liaise with HR, program, finance, supply chain and security focal points to ensure aligned operations.

Required profile

• Proven HR experience, preferably with international NGOs operating in the MENA region.
• Strong knowledge of local labour laws, donor compliance and safeguarding principles.
• Ability to work collaboratively with diverse stakeholders and manage multiple HR processes simultaneously.

Required skills

• Proficiency with HR information systems, specifically Microsoft Dynamics.
