Gender & AAP Programmatic Review Consultant (Home‑Based)

About the role

UNICEF is seeking a qualified consultant to lead a Gender Equality and Accountability to Affected Populations (AAP) Programmatic Review for its Lebanon Country Office. The assignment will support the development of the upcoming Country Programme Document (2028‑2032) by identifying gaps, prioritising actions, and aligning programmes with UNICEF’s Gender Equality Action Plan 2026‑2029.

Key responsibilities

• Conduct a comprehensive Gender Equality and AAP programmatic review for UNICEF Lebanon.
• Analyse existing programmes, identify gaps, and recommend priority actions.
• Ensure alignment with the UNICEF Gender Equality Action Plan and Strategic Plan 2026‑2029.
• Prepare a detailed review report with actionable recommendations for programme planning and emergency preparedness.
• Facilitate knowledge sharing with country office staff and relevant stakeholders.

Required profile

• Relevant academic background in gender studies, development, humanitarian assistance or related fields.
• Proven experience conducting gender and AAP reviews in humanitarian or development contexts.
• Familiarity with UNICEF’s Gender Equality Action Plan, Strategic Plan, and AAP frameworks.
• Strong analytical and report‑writing skills.
• Ability to work independently and deliver high‑quality outputs within a short timeframe.
