Disaster Risk Management Legal Mapping Consultant

About the role

The International Federation of Red Cross and Red Crescent Societies (IFRC) together with the Lebanese Red Cross (LRC) is seeking a consultant to lead a comprehensive legal mapping of Lebanon’s Disaster Risk Management (DRM) framework. The consultant will support the Disaster Law Programme in identifying legal and policy gaps, overlaps, and opportunities to strengthen coordination, financing, and implementation of DRM activities across the country.

Key responsibilities

• Collect all relevant Lebanese laws, regulations, policies, and plans related to DRM, DRR, preparedness, early action, response, and recovery.
• Upload soft copies of collected documents to an accessible cloud‑based repository.
• Organise the documents according to thematic research templates and specific research questions.
• Identify and extract pertinent legal provisions, noting gaps, overlaps, and coordination challenges.
• Analyse the legal and institutional landscape and produce a detailed analytical report with recommendations.
• Coordinate closely with LRC, IFRC, and the National Committee for Disaster and Crisis Response Coordination.

Required profile

• Advanced degree in Law, Public Policy, Disaster Management or a related field.
• Proven experience in legal research, policy analysis, and mapping of regulatory frameworks.
• Familiarity with Lebanese legal system and disaster risk management concepts.
• Strong analytical and report‑writing skills, with ability to work independently and with multiple stakeholders.
