Consultant – Digital Transformation Strategy for Palestine Environment Authority

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to design a digital transformation strategy for the Environment Quality Authority (EQA) in Palestine. The role is remote and spans 16 weeks, focusing on aligning EQA with e‑government and smart‑government objectives.

Key responsibilities

• Develop a comprehensive digital transformation strategy for the Environment Quality Authority (EQA) in Palestine, aligned with e‑government and smart‑government objectives.
• Analyse current ICT infrastructure, governance processes and stakeholder needs to identify gaps and opportunities.
• Produce a detailed report in Arabic (minimum 30 pages) including an executive summary, tables, figures and references, delivered in editable MS‑Word format.
• Ensure compliance with ESCWA’s plagiarism and confidentiality policies and submit all source documentation as required.
• Coordinate remotely with ESCWA focal points and incorporate feedback within the 16‑week schedule.

Required profile

• Proven experience in designing digital transformation or e‑government strategies, preferably for public sector or environmental agencies.
• Strong analytical and report‑writing skills, with ability to produce high‑quality Arabic documentation.
• Familiarity with UN/ESCWA procurement and deliverable standards.
• Ability to work independently and meet tight deadlines in a remote setting.
