Technical Advisor II, MEAL – Regional Focal Point (EMEA)

About the role

The Technical Advisor II, MEAL – Regional Focal Point (EMEA) provides technical assistance, guidance and support in monitoring, evaluation, accountability and learning (MEAL) across Europe, the Middle East and Asia. Working remotely, the advisor acts as the primary MEAL contact for EMEA countries, responding to technical needs, coordinating with global MEAL colleagues and ensuring alignment with CRS policies and donor requirements.

Key responsibilities

• Serve as the MEAL focal point for EMEA countries, especially Europe and the Middle East, delivering remote and in‑country technical assistance.
• Maintain regular communication with DRD/PQ, country teams and sectoral focal points to ensure high‑quality project MEAL and coverage of technical assistance needs.
• Provide MEAL input to proposal development and project design, including monitoring systems, indicators and donor requirements.
• Guide EMEA projects in complying with donor MEAL requirements and CRS MEAL policies, reviewing tools, budgets and system designs.
• Support staffing of MEAL functions within project teams and coordinate capacity‑strengthening initiatives.
• Collaborate with other regional MEAL focal points to deliver technical assistance to countries outside EMEA as needed.
• Contribute to agency‑wide MEAL strategies, standards, tools and best practices, engaging partners, donors and governments.

Required profile

• Proven experience providing MEAL technical assistance at regional or global level.
• Strong knowledge of CRS program quality principles, MEAL policies and donor guidelines.
• Ability to work during Europe and Middle East business hours and to operate remotely.
• Experience in supporting proposal development, monitoring system design and evaluation planning.
• Excellent coordination skills with country teams, sectoral focal points and global MEAL colleagues.
