Consultant for National Technology Transfer System Development (Palestine)

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks an experienced consultant to design a National Technology Transfer Office (NTTO) for Palestine. Working remotely for 16 weeks, the consultant will produce a comprehensive study and related deliverables that will guide the establishment of a national system for technology transfer.

Key responsibilities

• Prepare a minimum 30‑page report in Arabic, including a 2‑4 page executive summary.
• Develop a PowerPoint presentation summarising the report’s findings.
• Ensure all documents are created in Microsoft Word (DOCX) with an automatically updated table of contents, list of tables and figures.
• Provide policy advisory recommendations for the creation of an NTTO, covering IP identification, researcher engagement and stakeholder coordination.
• Reference all sources, attach scanned copies of first pages of cited material, and keep plagiarism below 20% of the total content.
• Maintain confidentiality of all outputs, which become the sole property of ESCWA.

Required profile

• Proven experience in technology transfer, innovation policy or related consultancy.
• Ability to work independently and deliver high‑quality written material within tight deadlines.
• Fluency in Arabic (for the main report) and English (for executive summary and communication).
