Project Officer – Cooperation Section (Local Agent Group I)

About the role

The European Union Delegation in Beirut is seeking a Project Officer (Local Agent Group I) for its Cooperation Section. The position is a two‑year fixed‑term contract, with possible renewal subject to budgetary and operational considerations. You will work under the supervision of the Head of Cooperation Section, supporting programme and procurement activities across EU‑funded projects in Lebanon.

Key responsibilities

• Identify, analyse and negotiate proposals for programmes, projects and sector support in close collaboration with internal and external stakeholders.
• Prepare and present programme/project dossiers for internal approval.
• Draft procurement and contract documentation for grants and service contracts, and manage the full procurement cycle, including calls for proposals, evaluation, selection and award.
• Oversee technical and financial aspects of contracts, monitor implementation, and ensure compliance with contractual obligations through reviews, audits and reporting.
• Conduct monitoring visits and field missions to assess progress, operational challenges and beneficiary engagement.
• Maintain accurate records in EU corporate systems (CRIS, OPSYS) for contractual, financial and operational management.

Required profile

• University degree relevant to programme management, procurement or international development.
• Experience working in a diplomatic or international development environment is preferred.
• Ability to work flexible and occasional atypical hours within a 25‑person team.
• Strong analytical and negotiation skills, with a results‑oriented mindset.

Required skills

• Proficiency with EU procurement and contract management systems (CRIS, OPSYS).
