Open Data Policy Development Consultant – Libya

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a consultant to lead the development of an Open Data Policy for Libya. This remote, 16‑week assignment involves producing a comprehensive Arabic report that outlines policy frameworks, implementation guidelines, and actionable recommendations.

Key responsibilities

• Research and analyse existing open data initiatives and legal frameworks relevant to Libya.
• Draft a detailed Open Data Policy document (minimum 30 pages) in Arabic, including an executive summary (2‑4 pages).
• Prepare a structured table of contents, tables, figures, and reference lists in MS Word format.
• Ensure all sources are properly cited and provide scanned copies of referenced material.
• Conduct plagiarism checks to keep quoted or previously published text below 20% of the total content.
• Submit the final deliverable electronically to the designated ESCWA focal point.

Required profile

• Proven experience in open data policy development or related consultancy.
• Familiarity with UN or international development processes and SDG alignment.
• Ability to produce high‑quality written work in Arabic.
• Self‑motivated professional capable of working remotely for the full 16‑week period.
