National Legal Consultant

About the role

The Economic and Social Commission for Western Asia (ESCWA) is seeking a National Legal Consultant to provide legal and regulatory inputs for its competition‑based market study on the building materials sector in Oman. The consultant will work closely with ESCWA’s Competition and Consumer Policies portfolio to strengthen legal analysis and support policy‑relevant recommendations.

Key responsibilities

• Prepare legal and regulatory assessments that underpin ESCWA’s market study and competition analysis.
• Identify gaps, distortions, and anti‑competitive practices within the building materials sector.
• Draft clear, policy‑oriented recommendations to improve competition conditions and institutional arrangements.
• Collaborate with national competition authorities, public institutions, and ESCWA experts to ensure alignment with regional objectives.
• Contribute to the production of knowledge products, reports, and technical notes related to the study.

Required profile

• Advanced degree in Law, preferably with specialization in competition, regulatory or commercial law.
• Demonstrated experience in legal analysis for competition‑related projects or market studies.
• Familiarity with Arab‑region regulatory frameworks and market dynamics.
• Strong analytical, writing and communication skills in English.
