MEAL Manager – Monitoring, Evaluation, Accountability & Learning

About the role

World Vision Lebanon is seeking a senior MEAL Manager to provide strategic leadership for Monitoring, Evaluation, Accountability and Learning across its programmes. The role will design and strengthen MEAL systems, ensure data quality and promote a culture of learning and evidence‑based decision‑making.

Key responsibilities

• Provide strategic oversight and direction for MEAL activities aligned with World Vision Lebanon’s strategies and donor requirements.
• Design, standardise and quality‑assure MEAL frameworks, tools and processes.
• Lead monitoring, evaluation and reporting, including assessments, baselines, and results measurement.
• Oversee the national participant/beneficiary database, ensuring data integrity and compliance.
• Analyse, synthesize and report monitoring and evaluation data to inform programme adaptation and strategic decisions.
• Provide technical leadership for research, evidence generation and learning initiatives, ensuring rigorous designs and systematic capture of lessons.
• Institutionalise research and learning processes within the MEAL system and promote their use across the organisation and with partners.
• Ensure alignment with World Vision International standards and donor guidelines.

Required profile

• Proven experience in leading MEAL functions within humanitarian or development programmes.
• Strong understanding of donor reporting requirements and international MEAL standards.
• Ability to design and implement standardized MEAL systems and tools.
• Excellent analytical skills for data quality assurance, synthesis and reporting.
• Experience in managing large beneficiary databases and ensuring data integrity.
• Demonstrated capacity to lead research, evidence generation and learning processes.
• Strategic mindset with a focus on continuous improvement and adaptation.
