Human Rights Officer

About the role

The Human Rights Officer will be based in the UN Office of the High Commissioner for Human Rights, Regional Office for the Middle East and North Africa (ROMENA) in Beirut. Reporting to the Regional Representative and a senior Human Rights Officer, the role supports the implementation of thematic and country‑specific human rights mandates, with a strong gender perspective.

Key responsibilities

• Plan and coordinate activities related to human‑rights mandates, integrating gender considerations.
• Conduct legal research and analysis of human‑rights issues and assess their impact on assigned regions or countries.
• Collect, analyse and visualise human‑rights data and gender‑specific indicators.
• Integrate human‑rights and gender equality dimensions into political, humanitarian and economic programmes.
• Develop work plans in line with terms of reference and support partners in programme design and implementation.
• Participate in field verification visits and follow‑up on cases.
• Represent UN human‑rights programmes at working‑level meetings.
• Draft reports, briefings, statements and other communications for policy‑making bodies.
• Provide guidance to junior staff and perform related duties as required.

Required profile

• Strong knowledge of human‑rights issues, including political, ethnic, racial, gender‑equality and socio‑economic dimensions.
• Familiarity with institutional mandates of human‑rights organisations and relevant policies.
• Excellent research, analytical and report‑writing abilities.
• Ability to evaluate diverse sources of information and assess their impact on the human‑rights situation.
• Professionalism, reliability and commitment to meeting deadlines.
