Head of Programme Development & Quality (Lebanon & Syria)

About the role

Trócaire is seeking a senior leader to head Programme Development & Quality for its operations in Lebanon and Syria. Based in Beirut, the role will work hybrid and sit on the Country Management Team, guiding the design, implementation and quality assurance of humanitarian and development programmes.

Key responsibilities

• Drive cross‑functional engagement in developing and delivering Country Strategy Plans for Lebanon and Syria.
• Develop annual work plans, monitor progress and report on results.
• Ensure the design and delivery of high‑quality, evidence‑based and innovative programmes aligned with Trócaire’s Global Strategic Plan.
• Establish and maintain a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system and promote data‑driven decision‑making.
• Support strategic positioning with donors and partners, leading programme and project design in line with the localisation agenda and gender‑transformational approach.
• Represent Trócaire with government authorities, donors, partners, peer agencies and other stakeholders.

Required profile

• Extensive experience in programme development, quality assurance and MEAL within humanitarian or development contexts.
• Proven senior leadership experience, preferably within an international NGO.
• Strong knowledge of the operational environment in Lebanon and Syria.
• Demonstrated ability to work with national and local partners and to strengthen their capacities.
• Experience in donor relations and strategic positioning.
