Consultant for Study on Cash Assistance & Care Services for Older Palestinians

About the role

The Economic and Social Commission for Western Asia (ESCWA) seeks a qualified consultant to design and carry out a comprehensive study on the impact of cash assistance and care services for older persons in Palestine, covering both the West Bank and Gaza. The assignment will provide evidence‑based recommendations to support policy reforms by the Palestinian Ministry of Social Development.

Key responsibilities

• Develop an inception report outlining methodology, work plan and data sources.
• Conduct literature review and stakeholder mapping on existing cash transfer and care programmes.
• Collect and analyse quantitative and qualitative data from relevant agencies and beneficiaries.
• Assess effectiveness, adequacy, accessibility and responsiveness of current interventions.
• Prepare a draft report with findings, gaps and policy recommendations.
• Present interim and final results to ESCWA and the Ministry of Social Development.

Required profile

• Advanced university degree (Master’s or higher) in economics, social sciences, public policy or a related field.
• Minimum 5 years of experience in social protection research, ageing, or cash‑transfer programme evaluation.
• Demonstrated experience working on projects in Palestine or similar conflict‑affected contexts.
• Strong analytical and report‑writing abilities.
• Fluent English; Arabic proficiency is an advantage.
